Virginia’s independent cities are separate from counties entirely, and each issues its own permits.

Virginia Beach, Norfolk, Richmond, Chesapeake, Newport News, Hampton, Portsmouth, Suffolk, Roanoke and Alexandria are all independent cities — they are not part of any county, and each administers its own zoning and permitting. This is unusual nationally and it actually simplifies the jurisdiction question: there is no city-versus-county ambiguity because the city is the county equivalent.

Outside the independent cities, Virginia counties administer zoning and permitting, and Northern Virginia counties in particular apply detailed standards. Virginia is a Dillon Rule state, meaning local authority derives from what the General Assembly grants, which shapes how far local sign regulation can reach.

Alexandria’s Old and Historic District review is the state’s most demanding, with close scrutiny of materials, lettering and illumination. VDOT regulates outdoor advertising along state highways and signage in state rights-of-way.
