Florida sign permits are issued by municipal or county building departments under the statewide Florida Building Code, with local zoning layered on top.
Florida is unusual in having a genuinely statewide building code, which standardises the structural and product-approval side of sign permitting. Zoning, however, remains entirely local: Miami, Orlando, Tampa and Jacksonville each apply their own sign ordinance, and unincorporated addresses fall to county building departments — Miami-Dade, Orange, Hillsborough and so on.
Miami-Dade deserves separate mention because it operates its own product approval regime alongside the state system, with more demanding requirements reflecting its High Velocity Hurricane Zone status. A sign assembly acceptable elsewhere in Florida may need specific Miami-Dade approval.
The Florida Department of Transportation regulates outdoor advertising along the state highway system and signage within state rights-of-way. With so much Florida retail on a state route or highway frontage road, this is a frequent consideration on larger freestanding signage.

Miami-Dade and Broward HVHZ projects run longer, and coastal or historic districts add four to eight weeks. Because the Florida Building Code sets wind design requirements that commercial signage has to demonstrate compliance with, and the demonstration takes the form of signed and sealed calculations from a Florida-licensed engineer.
