Where Texas sign permit applications actually land
Texas sign permits are issued by municipal authorities, and Houston is a genuinely distinctive case.
Houston is the largest city in the United States without conventional zoning. Sign permits are administered through the Houston Permitting Center under the city’s sign code, which regulates size, height and placement without a zoning district framework. In place of zoning, private deed restrictions frequently govern what is permitted on a site — and those are enforced privately, not by the city. A sign can be fully permitted by Houston and still violate a deed restriction, which is a genuine risk that catches national programs out.
Austin sits at the other end: its sign ordinance is restrictive, downtown and corridor standards apply, and its review is more deliberate. Dallas, San Antonio and Fort Worth run conventional municipal review with their own district standards, and San Antonio applies historic review in substantial areas.
TxDOT regulates outdoor advertising along state highways and signage in state rights-of-way, a frequent consideration given Texas’s highway-oriented retail.

Cost
Texas municipal sign permit fees commonly run from about $100 to $600 for a standard commercial sign, scaled by valuation, with separate electrical permits. Coastal engineering adds real cost. Historic review in San Antonio and variance applications add fees plus hearing schedules. Deed restriction review is a legal cost, not a permit fee, but worth budgeting on Houston work.
Timeline
Houston, Dallas, San Antonio and Fort Worth commonly issue a compliant sign permit in three to six weeks. Austin runs four to eight and can be longer. Historic review adds four to ten weeks. Coastal engineering should start in parallel rather than after the zoning check.
On Houston projects we check for deed restrictions as part of the assessment, because it is the risk clients most often do not know exists. Houston will happily issue a permit for a sign that a recorded deed restriction prohibits, and the enforcement then comes from a private party after installation. Finding that out beforehand is worth considerably more than the permit itself.

Is it true Houston has no zoning?

In place of it, private deed restrictions often govern the site — and those are enforced privately, not by the city.
Can a Houston sign be permitted but still illegal?
Effectively yes, and this is the Houston trap. The city can issue a permit for a sign that a recorded deed restriction prohibits, because the city does not enforce private restrictions. Enforcement then comes from a property owners’ association or neighbouring owner after installation. We check for restrictions during the assessment.
Why is Austin harder than Dallas or Houston?
Austin’s sign ordinance is simply more restrictive on size, height and illumination, and it layers downtown and corridor standards on top with a more deliberate review process. A package that clears Dallas comfortably may need adjustment for Austin.
