St. Louis City is an independent city, separate from St. Louis County, and the county itself contains a very large number of small municipalities each administering its own zoning and sign regulation. An address described as “St. Louis” may sit in the city, in an unincorporated part of the county, or in any one of dozens of municipalities with entirely different rules. Resolving that is the first and most important step.
Kansas City, Missouri is similarly surrounded by separate municipalities, and is distinct from Kansas City, Kansas across the state line. Springfield and Columbia are more conventional single-authority markets, with Columbia applying additional restriction near the university.

Which Kansas City am I filing in?
There are two, in two states. Kansas City, Missouri and Kansas City, Kansas are separate jurisdictions with different codes and different authorities, and the metro spans the state line. Confirming which side of the line the address sits on is a necessary first step.
Are small Missouri municipalities easier to deal with?
