Every address in the state falls under one of four county governments: the City and County of Honolulu, Hawaii County, Maui County or Kauai County. On Oahu, sign permits are issued by the Honolulu Department of Planning and Permitting, and every place named in the brief on Oahu — Kailua, Kaneohe, Waipahu, Pearl City, Kapolei, Mililani, Ewa Beach — is administered by that single department rather than by a town office.
Hilo falls under Hawaii County, Kahului under Maui County. This consolidation simplifies the jurisdiction question enormously compared with mainland states, but it does not make permitting easy: Honolulu’s permitting workload is substantial and review times reflect it.
Hawaii’s defining characteristic is prohibition rather than regulation. The state has effectively banned billboards and off-premise outdoor advertising for decades, and county codes impose tight limits on size, height, illumination and animation for on-premise signage too.
