Hilo falls under Hawaii County, Kahului under Maui County. This consolidation simplifies the jurisdiction question enormously compared with mainland states, but it does not make permitting easy: Honolulu’s permitting workload is substantial and review times reflect it.

The state has effectively banned billboards and off-premise outdoor advertising for decades, and county codes impose tight limits on size, height, illumination and animation for on-premise signage too.
